Boot issue from Clone Back Up drive

Hi ,

I am using Ventura latest OS,   did Clone drive using Carbon copy cloner.

EFI file also copied to Backup drive.   while Booting I selected  Backup drive , EFI loaded and start to Boot.   but OS starts from SSD (not from back up drive), I can see SSD Booting speed than Normal HDD drive speed.   

Recently I see this behavior, Does it happen like this? 

Does apple changed OS booting policy??    How to properly boot from Back up drive.

when check Booted EFI (OC), It shows as Back up drive for the EFI.

Appreciate with your help.

use fresh installation if this way cause problem
